Within the framework of private law practice, the expert handled a project for the creation of (initially two and probably more) photovoltaic parks in Greece by a Russian investor, from concept and project structuring through licensing and construction. I have provided advice on project structuring, construction and licensing of several major solar power projects.

On issues of major infrastructure development, public-private partnerships and EU competition and state-aid law, and was later retained as an in-house advisor on the above issues, as well as on institutional and legal project
structuring, international public tenders, settlement of disputes and “green” project development. The company manages the bulk of the real estate assets of the Hellenic Republic, mainly using long-term lease and concession agreements.

KEY LEGAL EXPERT
Within the framework of the EC TACIS Project “Harmonization of Standards & Practices in the Gas Sector in Central Asia”, the expert performed internal quality review on the contractor’s input concerning: GAP analysis of local and GOST standards and international standards (CEN & ISO) for the gas sector, the preparation of a Road Map and an Action Plan for the introduction of EU/international standards for gas pipelines and gas metering; proposals for joining CEN Technical Committees and membership requirements; review of EU legislation related to gas pipelines and metering stations; drafting of amendments to the legal and regulatory framework.
Also for the “IFI Technical Assistance Fund for the Facilitation of Investments in Oil and Gas Projects” was designed as a facility under the INOGATE Programme to provide specialist legal, financial, technical and environmental expertise to EBRD and other IFIs for developing bankable projects in the oil and gas sectors (later extended to cover the electricity sector, as well) in 6 countries in order to perform pre-investment, project assessment and development work and compile bankable documentation for specific energy projects. Negotiated, structured and instituted a joint venture between several distinguished Hungarian lawyers and A. Tsironis & Associates. The law firm DARÁZS, SZABÓ & TÁRSAI ÜGYVÉDI IRODA / TSIRONIS & ASSOCIATES was formed and registered with the Budapest Bar Association. Through regular contact and extended visits, the expert designed and established standard operating procedures, managed the Greek lawyers of the joint firm, oversaw business development and tender preparation, and provided legal services to major clients in Hungary and Greece.
